3     Amendment to Amendment (413029) (with title amendment)
4Remove lines 275-309 and insert:
5     (2)(a)  The council shall, by December 31, 2006, submit a
6report to the Governor, the Cabinet, the President of the
7Senate, and the Speaker of the House of Representatives which
8recommends consensus-based public-involvement processes to
9reduce greenhouse gas emissions in this state and to make such
10reductions and related economic, energy, and environmental co-
11benefits a state priority.
12     (b)  The report must include recommended steps and a
13schedule for the development of a comprehensive state climate
14action plan with statewide greenhouse gas reduction goals and a
15range of specific policy options for all economic sectors to be
16developed through a public-involvement process, including
17transportation and land use; power generation; residential,
18commercial, and industrial activities; waste management;
19agriculture and forestry; emissions-reporting systems; and
20public education.
21     (c)  The climate action plan must include:
22     1.  Recommendations for the development of an annual
23greenhouse gas emissions inventory by the Department of
24Environmental Protection, recommendations for the development of
25a current comprehensive inventory of state greenhouse gas
26emissions since 1990, and a similar forecast of state greenhouse
27gas emissions from the present to the year 2020 or later.
28     2.  Recommended steps to identify areas where specific
29greenhouse gas reduction policies are feasible; the costs and
30benefits of each recommendation; methods for helping
31individuals, institutions, and businesses reduce emissions; an
32implementation schedule; and identification of funding
33requirements for the development and implementation of
34strategies.
35     3.  Consideration of the feasibility of establishing by law
36a greenhouse gas reduction target to lower greenhouse gas
37emissions in the state below the forecasted levels of emissions
38growth in the future at maximum achievable levels.
39     (d)  The council may appoint technical advisory committees
40and technical assistance providers to provide recommendations to
41assist with the intent of this subsection.
42     (3)(a)  The council shall be comprised of a diversity of
43stakeholders and may include utility providers, alternative
44energy providers, researchers, environmental scientists, fuel
45suppliers, technology manufacturers, persons representing
46environmental, consumer, and public health interests, and
47others.
48     (b)  The council shall consist of nine voting members as
49follows:
50     1.  The Secretary of Environmental Protection, or his or
51her designee, who shall serve as chair of the council.
52     2.  The chair of the Public Service Commission, or his or
53her designee, who shall serve as vice chair of the council.
54     3.  One member shall be the Commissioner of Agriculture, or
55his or her designee.
56     4.  Two members who shall be appointed by the Governor.
57     5.  Two members who shall be appointed by the President of
58the Senate.
59     6.  Two members who shall be appointed by the Speaker of
60the House of Representatives.
61     (c)  All initial members shall be appointed prior to
62September 1, 2006. Appointments made by the Governor, the
63President of the Senate, and the Speaker of the House of
64Representatives shall be for terms of 2 years each. Members
65shall serve until their successors are appointed. Vacancies
66shall be filled in the manner of the original appointment for
67the remainder of the term that is vacated.
68     (d)  Members shall serve without compensation but are
69entitled to reimbursement for travel expenses and per diem
70related to council duties and responsibilities pursuant to s.
71112.061.
72     (4)  The Department of Environmental Protection shall
73provide primary staff support to the council and shall ensure
74that council meetings are electronically recorded. Such
75recording shall be preserved pursuant to chapters 119 and 257.
76     (5)  The Department of Environmental Protection may adopt
