| 5 | WHEREAS, the ENERGY STAR Change a Light, Change the World |
| 6 | Campaign is a national campaign sponsored by the United States |
| 7 | Environmental Protection Agency and the United States |
| 8 | Department of Energy to encourage Americans to save energy by |
| 9 | switching to more efficient ENERGY STAR lighting, and |
| 10 | WHEREAS, switching to light bulbs and fixtures that |
| 11 | qualify for the ENERGY STAR designation of the Environmental |
| 12 | Protection Agency and the Department of Energy will save energy |
| 13 | and money while helping to protect the environment, and |
| 14 | WHEREAS, the Environmental Protection Agency states that |
| 15 | ENERGY-STAR-qualified lighting requires two-thirds less energy |
| 16 | than standard lighting, generates 70 percent less heat, and |
| 17 | lasts up to 10 times longer, and |
| 18 | WHEREAS, were every household in the United States to |
| 19 | replace just one incandescent light bulb with one that earned |
| 20 | the ENERGY STAR label, the country could save $600 million in |
| 21 | energy bills, save enough energy to light 7 million homes, and |
| 22 | prevent greenhouse gas emissions equivalent to those produced |
| 23 | by 1 million cars, and |
| 24 | WHEREAS, the Environmental Protection Agency further |
| 25 | states that if each household in the United States were to |
| 26 | replace its five most frequently used light fixtures or bulbs |
| 27 | with ENERGY STAR models, each household would save more than |
| 28 | $60 a year in energy costs, and |
| 29 | WHEREAS, October 5, 2005, was designated by the |
| 30 | Environmental Protection Agency and the Department of Energy, |
| 31 | along with partners around the country, as the first annual |
| 32 | "ENERGY STAR Change a Light Day," and |
| 33 | WHEREAS, besides taking the online pledge "I pledge to do |
| 34 | my part to save energy and help protect our environment by |
| 35 | changing a light in my home to an ENERGY-STAR-qualified one," |
| 36 | each Floridian may become a partner in the ENERGY STAR Change a |
| 37 | Light Campaign by helping, in a wide variety of ways, to |
| 38 | publicize the ENERGY STAR Change a Light Campaign and Pledge; |
| 39 | for example, by adding a link to the ENERGY STAR Change a Light |
| 40 | Pledge on a website, taking part in local events such as |
| 41 | energy-efficient lighting changeouts at a historical landmark, |
| 42 | or encouraging local leaders to become involved in ENERGY STAR |
| 43 | Change a Light Day, NOW, THEREFORE, |

| 45 | Be It Resolved by the House of Representatives of the State of |
| 46 | Florida: |

| 48 | That October 5, 2006, is recognized as "ENERGY STAR Change |
| 49 | a Light Day" and residents of this state are encouraged to take |
| 50 | the ENERGY STAR Change a Light Pledge and to participate as |
| 51 | partners in the ENERGY STAR Change a Light, Change the World |
| 52 | Campaign. |
