3 | and designating April 15, 2006, as "Medical Coders' Day" |
4 | in Florida. |

6 | WHEREAS, medical coders are individuals who analyze medical |
7 | records and assign codes to classify diagnoses and procedures to |
8 | support the reimbursement system, the assessment of clinical |
9 | care, and medical research activity, skills that necessitate a |
10 | thorough understanding of the content of medical records as well |
11 | as an exhaustive store of clinical knowledge of anatomy, |
12 | physiology, pharmacology, and clinical disease process, and |
13 | WHEREAS, medical coders identify patterns of disease, |
14 | illness, and injury in populations throughout the world and |
15 | trace |
16 | the trends and patterns in the procedures and services provided, |
17 | and |
18 | WHEREAS, the use of medical code findings for disease and |
19 | injury prevention has contributed to a better understanding of |
20 | the relationships of illness and injury to treatment, including |
21 | that of heart disease and stroke, viral infections, infectious |
22 | diseases, and motor vehicle and workplace injuries, and |
23 | WHEREAS, medical coders help preserve the history of |
24 | communities through the abstraction of information from birth |
25 | and death records, and |
26 | WHEREAS, the need for qualified medical coders in |
27 | physicians' offices and outpatient and hospital settings |
28 | continues to increase in Florida and nationally, and |
29 | WHEREAS, over the past decade, medical coders have achieved |
30 | significant milestones in the sophistication of their profession |
31 | through extensive education and training, and |
32 | WHEREAS, the integrity and high standards of medical coders |
33 | have contributed greatly to the efforts of the United States |
34 | Department of Health and Human Services in its campaign against |
35 | fraud and abuse in medical coding reimbursement, and |
36 | WHEREAS, the medical coding community is international in |
37 | its language in the pursuit of optimal health for everyone in |
38 | every nation, NOW, THEREFORE, |

40 | Be It Resolved by the House of Representatives of the State of |
41 | Florida: |

43 | That the House of Representatives commends Florida's |
44 | medical coders for their contributions to the field of medicine |
45 | in this state and designates April 15, 2006, as "Medical Coders' |
46 | Day" in Florida. |
