2An act relating to the Pinellas Suncoast Transit
3Authority, Pinellas County; amending chapter 2000-424,
4Laws of Florida; providing for additional members of the
5authority's governing body; providing for appointment of
6additional members; providing for staggering of initial
7terms of additional members; providing severability;
8providing an effective date.

10Be It Enacted by the Legislature of the State of Florida:

12     Section 1.  Subsection (2) of section 3 of section 2 of
13chapter 2000-424, Laws of Florida, is amended to read:
14     Section 3.  Pinellas Suncoast Transit Authority; status and
15governing body.--
16     (2)(a)  The governing body of the authority shall consist
17of 15 11 members, serving and selected as provided in this
18paragraph.
19     1.  One member shall be appointed by the City Council
20Commission of the City of Clearwater from its membership.
21     2.  One member shall be appointed by the City Commission of
22the City of Dunedin from its membership.
23     3.  One member shall be appointed by the City Commission of
24the City of Largo from its membership.
25     4.  One member shall be appointed by the City Council of
26the City of Pinellas Park from its membership.
27     5.  Two members One member shall be appointed by the City
28Council of the City of St. Petersburg from its membership.
29     6.  One member shall be appointed by the combined municipal
30governing bodies of the Cities of Oldsmar, Safety Harbor, and
31Tarpon Springs from their membership.
32     7. One member shall be appointed by the combined municipal
33governing bodies of the Cities of Belleair, Belleair Bluffs,
34Gulfport, Kenneth City, Seminole, and South Pasadena from their
35membership.
36     8.  One member shall be appointed by the combined municipal
37governing bodies of the Cities of Belleair Beach, Belleair
38Shores, Indian Rocks Beach, Indian Shores, Madeira Beach, North
39Redington Beach, Redington Beach, Redington Shores, St. Pete
40Petersburg Beach, and Treasure Island from their membership.
41     9.  Four members One member shall be appointed by the
42Pinellas County Commission from its membership.
43     10.  One member shall be appointed by the Pinellas County
44Commission, and this member may not be an elected official.
45     11.  One member shall be appointed by the City Council of
46the City of St. Petersburg, and this member may not be an
47elected official.

49After the expiration of each term of each member of the
50governing body of the authority, that member's successor shall
51be chosen by the same appointing authority as the member and
52must possess the same qualifications. Each term of office shall
53be 3 years, and a member may not serve more than 3 consecutive
54terms as a member of the governing body of the authority.
55     (b)  Each appointed member shall hold office until his or
56her successor has been appointed and qualified. A vacancy
57occurring during a term shall be filled only for the balance of
58the unexpired term. A selection to fill a vacancy or select a
59successor shall be made within 60 days after the occurrence of
60the vacancy or before expiration of the term, whichever is
61applicable. If any selection is not made as provided in this
62subsection, the Board of County Commissioners of Pinellas County
63shall appoint an eligible person to the authority with like
64effect as if the selection were made by a municipality or group
65of municipalities. Any member of the authority is eligible for
66reappointment, except that the member may not serve more than 3
67consecutive terms.
68     Section 2.  The additional member to be appointed by the
69City of St. Petersburg shall be appointed for the initial term
70of 3 years. One of the additional members to be appointed by the
71Pinellas County Commission shall serve an initial term of 3
72years, another additional member to be appointed by the Pinellas
73County Commission shall serve an initial term of 2 years, and
74the third additional member to be appointed by the Pinellas
75County Commission from its membership shall serve an initial
76term of 1 year.
77     Section 3.  If any provision of this act or the application
78thereof to any person or circumstance is held invalid, the
79invalidity shall not affect other provisions or applications of
80this act which can be given effect without the invalid provision
81or application, and to this end the provisions of this act are
82declared severable.
83     Section 4.  This act shall take effect upon becoming a law.
