7and 320.08058, F.S.; creating a Donate Organs-Pass It On
8license plate; providing for the distribution of annual
9use fees received from the sale of such plates; providing
10an effective date.

12Be It Enacted by the Legislature of the State of Florida:
13
14     Section 1.  Paragraph (eee) is added to subsection (4) of
15section 320.08056, Florida Statutes, to read:
16     320.08056  Specialty license plates.--
17     (4)  The following license plate annual use fees shall be
18collected for the appropriate specialty license plates:
19     (eee)  Donate Organs-Pass It On license plate, $25.
20     Section 2.  Subsection (57) is added to section 320.08058,
21Florida Statutes, to read:
22     320.08058  Specialty license plates.--
23     (57)  DONATE ORGANS-PASS IT ON LICENSE PLATES.--
24     (a)  The department shall develop a Donate Organs-Pass It
25On license plate as provided in this section. The word "Florida"
26must appear at the top of the plate, and the words "Donate
27Organs-Pass It On" must appear at the bottom of the plate.
28     (b)  The annual use fees shall be distributed to Transplant
29Foundation, Inc., a tax-exempt organization under s. 501(c)(3)
30of the Internal Revenue Code that is affiliated with the
31University of Miami School of Medicine. Transplant Foundation,
32Inc., shall use up to 10 percent of the proceeds from the annual
33use fee for marketing the license plate and administrative costs
34that are directly associated with the management and
35distribution of the proceeds. The remaining proceeds shall be
36used to provide statewide grants for patient services, including
37preoperative, rehabilitative, and housing assistance, organ
38donor education and awareness programs, and statewide medical
39research.
40     Section 3.  This act shall take effect July 1, 2006.
