11  Senator Alexander moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 13, line 25, through
15            page 14, line 2, delete those lines
16  
17  and insert:  
18         Section 9.  The sum of $10,021,986 is appropriated from
19  the Agricultural Emergency Eradication Trust Fund and the sum
20  of $16,706,310 is appropriated from the Contracts and Grants
21  Trust Fund to the Department of Agriculture and Consumer
22  Services for the 2006-2007 fiscal year for the purpose of
23  implementing the provisions of s. 581.184, Florida Statutes.
24  These funds are appropriated in a qualified expenditure
25  category. After adopting the citrus health plan, as specified
26  in s. 581.184, Florida Statutes, the department may submit a
27  budget amendment pursuant to s. 216.181, Florida Statutes, to
28  transfer budget authority to the appropriate operating
29  categories. The department's justification must include, but
30  need not be limited to, a 3-year revenue and expenditure
31  outlook of the levels of participation and commitment

 1  anticipated by federal, state, and local governments and by
 2  the citrus industry. Expenditure forecast data must include
 3  categories of, and justification for, each proposed
