6An act relating to suicide prevention; providing
7legislative intent; providing for a pilot program to be
8conducted by the Signs of Suicide Prevention Program for
9secondary schools in specified counties; requiring the
10submission of proposals to the Department of Education;
11providing for student participation in the pilot program
12and for the provision of certain information to parents;
13requiring a report to the Legislature; providing an
14appropriation; providing an effective date.

16Be It Enacted by the Legislature of the State of Florida:
17
18     Section 1.  Signs of Suicide Prevention Program for
19secondary schools; pilot program; legislative intent.--
20     (1)  It is the intent of the Legislature to provide support
21and funding for a suicide and depression prevention pilot
22program conducted by the Signs of Suicide Prevention Program for
23secondary schools, hereinafter referred to as "SOS." The pilot
24program shall encourage collaboration with local mental health
25facilities and individual professionals.
26     (2)  During the 2006-2007 fiscal year, an SOS pilot program
27shall be conducted in Brevard, Orange, Osceola, and Seminole
28counties. In order to receive funding under this act, an SOS
29entity for a county authorized to participate in the pilot
30program must submit to the Department of Education by September
311, 2006, a proposal for suicide and depression prevention for
32secondary school students who attend school in that county. The
33pilot program shall provide school personnel in each
34participating school with the materials necessary for
35implementation.
36     (3)  The parent of each student in a participating school
37shall be provided with a copy of program information and a
38screening form to assist the parent in the identification of
39depression and suicidal tendencies and to help initiate family
40discussions.
41     (4)  By January 1, 2007, the district school board of each
42participating county shall provide to the President of the
43Senate and the Speaker of the House of Representatives a report
44that includes an itemized list of program costs, an evaluation
45of participating schools, an assessment of the quality of the
46program components, an assessment of the safety of program
47implementation, an assessment of the burden on school support
48staff after implementation of the program, an assessment of the
49efficacy of the program, and recommendations regarding program
50effects and outcomes. The information shall be reported for the
51pilot program in the aggregate, for each participating county,
52and for each participating school in each participating county.
53     Section 2.  The sum of $600,000 is appropriated from the
54General Revenue Fund to the Department of Education for the
552006-2007 fiscal year to be distributed to the Michael Buonauro
56Foundation to implement the Signs of Suicide Prevention Program
57as a pilot program for secondary schools in Brevard, Orange,
58Osceola, and Seminole counties in accordance with this act. The
59Michael Buonauro Foundation shall provide matching funds in the
60amount of $600,000 in order to receive the appropriation from
61the General Revenue Fund.
62     Section 3.  This act shall take effect July 1, 2006.
