17 | Be It Enacted by the Legislature of the State of Florida: |
18 |

19 | Section 1. Signs of Suicide Prevention Program for |
20 | secondary schools; pilot program.-- |
21 | (1) Contingent upon funding in the General Appropriations |
22 | Act, there is established a pilot program to be conducted by the |
23 | Signs of Suicide Prevention Program for secondary schools, |
24 | hereinafter referred to as "SOS." The pilot program shall |
25 | encourage collaboration with local mental health facilities and |
26 | individual professionals. |
27 | (2) During the 2006-2007 fiscal year, an SOS pilot program |
28 | shall be conducted in Brevard, Orange, Osceola, and Seminole |
29 | counties. In order to receive funding under this act, an SOS |
30 | entity for a county authorized to participate in the pilot |
31 | program must submit to the Department of Education by September |
32 | 1, 2006, a proposal for suicide and depression prevention for |
33 | secondary school students who attend school in that county. The |
34 | pilot program shall provide school personnel in each |
35 | participating school with the materials necessary for |
36 | implementation. |
37 | (3) The parent of each student in a participating school |
38 | shall be provided with a copy of program information and a |
39 | screening form to assist the parent in the identification of |
40 | depression and suicidal tendencies and to help initiate family |
41 | discussions. |
42 | (4) By January 1, 2007, the district school board of each |
43 | participating county shall provide to the President of the |
44 | Senate and the Speaker of the House of Representatives a report |
45 | that includes an itemized list of program costs, an evaluation |
46 | of participating schools, an assessment of the quality of the |
47 | program components, an assessment of the safety of program |
48 | implementation, an assessment of the burden on school support |
49 | staff after implementation of the program, an assessment of the |
50 | efficacy of the program, and recommendations regarding program |
51 | effects and outcomes. The information shall be reported for the |
52 | pilot program in the aggregate, for each participating county, |
53 | and for each participating school in each participating county. |
54 | Section 2. Implementation of the pilot program conducted |
55 | by the Signs of Suicide Prevention Program for secondary schools |
56 | shall be contingent upon funding in the 2006-2007 General |
57 | Appropriations Act. Funds appropriated to the Department of |
58 | Education for the pilot program shall be distributed to the |
59 | Michael Buonauro Foundation to implement the pilot program in |
60 | accordance with this act. In order to receive state funds for |
61 | this purpose, the Michael Buonauro Foundation shall provide |
62 | matching funds in an amount equal to the appropriation. |
63 | Section 3. This act shall take effect July 1, 2006. |
