11  The Committee on Finance and Tax (Atwater) recommended the
12  following amendment:

14         Senate Amendment (with title amendment) 
15         On page 1, line 30,
16  
17  insert:  
18         Section 1.  Effective upon this act becoming a law,
19  subsection (5) is added to section 163.31801, Florida
20  Statutes, to read:
21         163.31801  Impact fees; short title; intent;
22  definitions; ordinances levying impact fees.--
23         (5)(a)  A local government may not increase an existing
24  impact fee in any one fiscal year by more than the percentage
25  change in the Consumer Price Index for all urban consumers,
26  U.S. City Average, all items 1982-1984=100, or successor
27  reports for the 12-month period through the June prior to the
28  beginning of the fiscal year, as initially reported by the
29  United States Department of Labor, Bureau of Labor Statistics.
30         (b)  The total of all impact fees collected by a local
31  government on a construction project shall equal no more than
