  7  Be It Resolved by the Legislature of the State of Florida:

  9         That the Legislature intends to propose the following

10  amendment to Article VII of the State Constitution which, if

11  agreed to, shall be submitted to the electors of this state

12  for approval or rejection at the next general election or at

13  an earlier special election specifically authorized by law for
