17the Secretary of Health to make grants-in-aid from the
18Biomedical Research Trust Fund for stem cell research subject to
19a specific appropriation; providing requirements relating to
20applications for and awards of such grants-in-aid; providing

32prepare and distribute, subject to a specific appropriation, a
33publication regarding the process, options, medical uses, risks,
34and benefits of umbilical cord blood collection; requiring the
35state to maintain in perpetuity certain embryos created outside
