6 | (8)(a) An applicant for certification under this section |
7 | must hold at least one public hearing as a prerequisite for |
8 | certification. The public hearing must occur after 5 p.m. unless |
9 | held on a Saturday. |
10 | (b) An applicant certified under this section must hold |
11 | two public hearings that comply with the following: |
12 | 1. Each public hearing must occur after 5 p.m. unless held |
13 | on a Saturday. |
14 | 2. The first public hearing must occur within 30 days |
15 | after all contracts for construction have been signed and |
16 | approved. The public must be presented with all financial |
17 | documents related to the financing of the construction, |
18 | including a listing of the name of each source of funding for |
19 | construction and the amount of funding provided by that source. |
20 | 3. The second public hearing must occur within 30 days |
21 | after the construction has been completed. The public must be |
22 | presented with all financial documents related to the completed |
23 | construction, including any cost overruns and the reasons for |
24 | such overruns, and all financial documents related to the |
25 | financing of the operation and maintenance of the facility. |
