  2         An act relating to the Florida Partnership for

  3         Minority and Underrepresented Student

  4         Achievement; amending s. 1007.35, F.S.;

  5         specifying that the partnership must cooperate

  6         with school districts to identify minority and

  7         underrepresented students for participation in

  8         AP or other advanced courses; specifying that

  9         the partnership must cooperate with school

10         districts to provide information to parents

11         regarding AP and other advanced courses;

12         specifying that the partnership must provide

13         information regarding Preliminary SAT/National

14         Merit Scholarship Qualifying Test (PSAT/NMSQT)

15         or Preliminary ACT (PLAN) administration;

16         providing an effective date.

18  Be It Enacted by the Legislature of the State of Florida:

19  

20         Section 1.  Subsection (6) of section 1007.35, Florida

21  Statutes, is amended to read:

22         1007.35  Florida Partnership for Minority and

23  Underrepresented Student Achievement.--

24         (6)  The partnership shall:

25         (a)  Provide teacher training and professional

26  development to enable teachers of AP or other advanced courses

27  to have the necessary content knowledge and instructional

28  skills to prepare students for success on AP or other advanced

29  course examinations and mastery of postsecondary course

30  content.

 1         (b)  Provide to middle school teachers and

 2  administrators professional development that will enable them

 3  to educate middle school students at the level necessary to

 4  prepare the students to enter high school ready to participate

 5  in advanced courses.

 6         (c)  Provide teacher training and materials that are

 7  aligned with the Sunshine State Standards and are consistent

 8  with best theory and practice regarding multiple learning

 9  styles and research on learning, instructional strategies,

10  instructional design, and classroom assessment. Curriculum

11  materials must be based on current, accepted, and essential

12  academic knowledge. Materials for prerequisite courses should,

13  at a minimum, address the skills assessed on the Florida

14  Comprehensive Assessment Test (FCAT).

15         (d)  Provide assessment of individual strengths and

16  weaknesses as related to potential success in AP or other

17  advanced courses and readiness for college.

18         (e)  Provide college entrance exam preparation through

19  a variety of means that may include, but are not limited to,

20  training teachers to provide courses at schools; training

21  community organizations to provide courses at community

22  centers, faith-based organizations, and businesses; and

23  providing on-line courses.

24         (f)  Consider ways to incorporate community colleges in

25  the mission of preparing all students for postsecondary

26  success.

27         (g)  Provide a plan for communication and coordination

28  of efforts with the Florida Virtual School's provision of

29  on-line AP or other advanced courses.

 1         (h)  Work with school districts to identify minority

 2  and underrepresented students for participation in AP or other

 3  advanced courses.

 4         (i)  Work with school districts to provide information

 5  to students and parents that explains available opportunities

 6  for students to take AP and other advanced courses and that

 7  explains enrollment procedures that students must follow to

 8  enroll in such courses. Such information must also explain the

 9  value of such courses as they relate to:

10         1.  Preparing the student for postsecondary level

11  coursework.

12         2.  Enabling the student to gain access to

13  postsecondary education opportunities.

14         3.  Qualifying for scholarships and other financial aid

15  opportunities.

16         (j)  Provide information to students, parents,

17  teachers, counselors, administrators, districts, community

18  colleges, and state universities regarding PSAT/NMSQT or PLAN

19  administration, including, but not limited to:

20         1.  Test administration dates and times.

21         2.  That participation in the PSAT/NMSQT or PLAN is

22  open to all grade 10 students.

23         3.  The value of such tests in providing diagnostic

24  feedback on student skills.

25         4.  The value of student scores in predicting the

26  probability of success on AP or other advanced course

27  examinations.

28         (k)  Cooperate with the department to provide

29  information to administrators, teachers, and counselors,

30  whenever possible, about partnership activities,

31  opportunities, and priorities.

 1         (h)  Provide a plan of communication which includes,

 2  but need not be limited to, disseminating to parents materials

 3  that emphasize the importance of AP or other advanced courses

 4  to a student's ability to gain access to and to succeed in

 5  postsecondary education and materials that emphasize the

 6  importance of the PSAT/NMSQT or PLAN, which provide diagnostic

 7  feedback on skills and relate student scores to the

 8  probability of success on AP or other advanced course

 9  examinations, and also the dissemination of such information

10  to students, teachers, counselors, administrators, districts,

11  community colleges, and state universities. The department

12  shall assist the partnership in communicating opportunities

13  and priorities to administrators, teachers, and counselors

14  whenever possible.

15         Section 2.  This act shall take effect July 1, 2007.
