1 A bill to be entitled
2 An act relating to electroconvulsive therapy
3 and psychosurgical procedures; requiring the
4 Department of Health to compile data on the
5 frequency and usage of electroconvulsive
6 therapy and psychosurgery procedures on
7 children; providing criteria for the data;
8 requiring the department to report the data to
9 the Legislature; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. The Department of Health shall compile data
14 concerning the frequency and usage of electroconvulsive
15 therapy and psychosurgery procedures on children under 18
16 years of age in this state. The data shall include the
17 severity of the illness requiring these procedures, any
18 adverse events resulting from the procedures, the efficacy of
19 the procedures, the number of these procedures performed over
20 a 3-year period in this state, the age of the children, and
21 the informed-consent process of each procedure. The department
22 shall report this data to the President of the Senate and the
23 Speaker of the House of Representatives.
24 Section 2. This act shall take effect July 1, 2007.

26 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR
27 Senate Bill 112

29 The committee substitute requires the Department of Health to
compile certain data regarding the frequency and usage of
30 electroconvulsive therapy and psychosurgery procedures on
children in Florida rather than prohibit the administration of
31 electroconvulsive therapy and psychosurgery on persons younger
than 18 years of age.
