17 and insert:
18 Section 1. Section 1007.01, Florida Statutes, is
19 amended to read:
20 1007.01 Articulation; legislative intent; purpose;
21 role of the State Board of Education.--
22 (1) It is the intent of the Legislature to facilitate
23 articulation and seamless integration of the K-20 education
24 system by building, and sustaining and strengthening
25 relationships among K-20 public organizations, between public
26 and private organizations, and between the education system as
27 a whole and Florida's communities. The purpose of building and
28 sustaining these relationships is to provide for the efficient
29 and effective progression and transfer of students within the
30 education system and to allow students to proceed toward their
31 educational objectives as rapidly as their circumstances

1 permit. The Legislature further intends that articulation
2 policies and budget actions shall be implemented consistently
3 in the practices of postsecondary institutions and the
4 Department of Education and expressed in the collaborative
5 policy efforts of the State Board of Education and the Board
6 of Governors.
7 (2) To improve and facilitate articulation systemwide,
8 the State Board of Education and the Board of Governors shall
9 develop policies and guidelines with input from statewide K-20
10 advisory groups established by the Commissioner of Education
11 relating to:
12 (a) The alignment between the exit requirements of one
13 system and the admissions requirements of another system into
14 which students typically transfer.
15 (b) The identification of common courses, the level of
16 courses, institutional participation in a statewide course
17 numbering system, and the transferability of credits among
18 such institutions.
19 (c) Identification of courses that meet general
20 education or common degree program prerequisite requirements
21 at public postsecondary educational institutions.
22 (d) Dual enrollment course equivalencies.
23 (e) Articulation agreements.
24 (3) The Commissioner of Education, in consultation
25 with the Chancellor of the State University System, shall
26 establish an Articulation Coordinating Committee which shall
27 report to the commissioner. The committee shall be a pre-K-20
28 advisory group that consists of members representing the State
29 University System, the Community College System, public career
30 and technical education, public pre-K-12 education, nonpublic
31 education, and at least one member representing students. The

1 commissioner will appoint a chair from the membership. The
2 committee shall:
3 (a) Function as the statewide pre-kindergarten through
4 university advisory committee and accept continuous
5 responsibility for community college-university-school
6 district relationships.
7 (b) Establish monitoring, compliance, and reporting
8 systems to facilitate and ensure institutional compliance with
9 state articulation policies, including, but not limited to,
10 accelerated credit mechanisms, general education course
11 requirements, common prerequisite requirements, and time
12 required to earn a degree.
13 (c) Develop guidelines for interinstitutional
14 agreements between and among public schools, career and
15 technical education centers, community colleges, and
16 universities to facilitate interaction, articulation,
17 acceleration, and the efficient use of faculty, equipment, and
18 facilities.
19 (d) Establish groups of public and nonpublic
20 institution representatives to facilitate articulation in
21 subject areas.
22 (e) Conduct a continuing review of statewide
23 articulation statutes, rules, regulations, and agreements and
24 make recommendations to the State Board of Education and the
25 Board of Governors for revisions.
26 (f) Review the application of transfer credit
27 requirements from public and nonpublic institutions
28 participating in the statewide course numbering system,
29 including, but not limited to, instances of student transfer
30 and admissions difficulties.
31 (g) Examine statewide data regarding articulation,

1 recommend resolutions of issues, and propose programmatic and
2 budget policies and procedures to improve articulation
3 systemwide.
4 Section 2. This act shall take effect upon becoming a
5 law.

15 amending s. 1007.01, F.S.; declaring additional

18 of the Board of Governors with respect to
19 development of articulation policies and
20 guidelines providing for an Articulation
21 Coordinating Committee to report to the
22 Commissioner of Education; providing for the
23 committee's selection, membership, and duties;
24 providing an effective date.
