1 A bill to be entitled
2 An act relating to postsecondary credit
3 articulation; providing legislative intent to
4 strengthen policies and practices that promote
5 progression and transfer of students among and
6 between educational institutions; providing for
7 the Legislature to establish policies and
8 budget actions applicable to state
9 postsecondary institutions; providing for an
10 examination of statewide articulation policies
11 and budget actions; providing an effective
12 date.

14 Be It Enacted by the Legislature of the State of Florida:

16 Section 1. The Legislature intends to strengthen
17 seamless articulation policies and practices that promote the
18 smooth and efficient progression and transfer of students
19 among and between public and nonpublic institutions and
20 towards degree completion. The Legislature further intends
21 that these strengthened policies and budget actions shall be
22 implemented consistently in the practices of postsecondary
23 institutions and the Department of Education and expressed in
24 the collaborative policy efforts of the State Board of
25 Education and the Board of Governors. The Legislature shall
26 examine and strengthen statewide articulation policies and
27 budget actions relating to, but not limited to, the following:
28 (1) Monitoring, compliance, and reporting systems to
29 facilitate and ensure institutional compliance with state
30 articulation policies, including, but not limited to,
31 accelerated credit mechanisms, general education course

1 requirements, common prerequisite requirements, and time
2 required to earn a degree.
3 (2) Enforcing the application of transfer credit
4 requirements, from public and nonpublic institutions
5 participating in the statewide course numbering system, by the
6 receiving institution to the same or equivalent general
7 education or program prerequisite credit within equivalent
8 program areas.
9 (3) Aligning state university and community college
10 institutional and programmatic admissions policies relating to
11 acceleration mechanisms, including, but not limited to, dual
12 enrollment and other forms of accelerated credit.
13 (4) Providing performance-funding incentives that
14 motivate and reward institutions for adopting and applying
15 policies and practices that minimize excess hours toward
16 degree attainment through the application of transfer credit
17 toward degree program requirements.
18 Section 2. This act shall take effect upon becoming a
19 law.
