1 A bill to be entitled
2 An act relating to education articulation;
3 amending s. 1007.01, F.S.; declaring additional
4 legislative intent with respect to
5 postsecondary articulation; prescribing duties
6 of the Board of Governors with respect to
7 development of articulation policies and
8 guidelines; providing for an Articulation
9 Coordinating Committee to report to the
10 Commissioner of Education; providing for the
11 committee's selection, membership, and duties;
12 providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:
15
16 Section 1. Section 1007.01, Florida Statutes, is
17 amended to read:
18 1007.01 Articulation; legislative intent; purpose;
19 role of the State Board of Education.--
20 (1) It is the intent of the Legislature to facilitate
21 articulation and seamless integration of the K-20 education
22 system by building, and sustaining and strengthening
23 relationships among K-20 public organizations, between public
24 and private organizations, and between the education system as
25 a whole and Florida's communities. The purpose of building and
26 sustaining these relationships is to provide for the efficient
27 and effective progression and transfer of students within the
28 education system and to allow students to proceed toward their
29 educational objectives as rapidly as their circumstances
30 permit. The Legislature further intends that articulation
31 policies and budget actions shall be implemented consistently

1 in the practices of postsecondary institutions and the
2 Department of Education and expressed in the collaborative
3 policy efforts of the State Board of Education and the Board
4 of Governors.
5 (2) To improve and facilitate articulation systemwide,
6 the State Board of Education and the Board of Governors shall
7 develop policies and guidelines with input from statewide K-20
8 advisory groups established by the Commissioner of Education
9 relating to:
10 (a) The alignment between the exit requirements of one
11 system and the admissions requirements of another system into
12 which students typically transfer.
13 (b) The identification of common courses, the level of
14 courses, institutional participation in a statewide course
15 numbering system, and the transferability of credits among
16 such institutions.
17 (c) Identification of courses that meet general
18 education or common degree program prerequisite requirements
19 at public postsecondary educational institutions.
20 (d) Dual enrollment course equivalencies.
21 (e) Articulation agreements.
22 (3) The Commissioner of Education, in consultation
23 with the Chancellor of the State University System, shall
24 establish an Articulation Coordinating Committee which shall
25 report to the commissioner. The committee shall be a pre-K
26 through 20 advisory group that consists of members
27 representing the State University System, the Community
28 College System, public career and technical education, public
29 pre-K through 12 education, nonpublic education, and at least
30 one member representing students. The commissioner will
31 appoint a chair from the membership. The committee shall:

1 (a) Function as the statewide prekindergarten through
2 university advisory committee and accept continuous
3 responsibility for community college-university-school
4 district relationships.
5 (b) Establish monitoring, compliance, and reporting
6 systems to facilitate and ensure institutional compliance with
7 state articulation policies, including, but not limited to,
8 accelerated credit mechanisms, general education course
9 requirements, common prerequisite requirements, and time
10 required to earn a degree.
11 (c) Develop guidelines for interinstitutional
12 agreements between and among public schools, career and
13 technical education centers, community colleges, and
14 universities to facilitate interaction, articulation,
15 acceleration, and the efficient use of faculty, equipment, and
16 facilities.
17 (d) Establish groups of public and nonpublic
18 institution representatives to facilitate articulation in
19 subject areas.
20 (e) Conduct a continuing review of statewide
21 articulation statutes, rules, regulations, and agreements and
22 make recommendations to the State Board of Education and the
23 Board of Governors for revisions.
24 (f) Review the application of transfer credit
25 requirements from public and nonpublic institutions
26 participating in the statewide course numbering system,
27 including, but not limited to, instances of student transfer
28 and admissions difficulties.
29 (g) Examine statewide data regarding articulation,
30 recommend resolutions of issues, and propose programmatic and

1 budget policies and procedures to improve articulation
2 systemwide.
3 Section 2. This act shall take effect upon becoming a
4 law.

6 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR

9 The Committee Substitute creates an articulation coordinating
committee as a Pre-K-20 advisory group to advise the education
10 system concerning matters of articulation and monitor
compliance with articulation policies.
