14         Senate Amendment (with title amendment) 
15         On page 4, lines 5-9, delete those lines

17  and insert:  local, and private agencies. The director is
18  authorized to employ not less than five persons, three of whom
19  will be at the professional level, one at the secretarial
20  level, and one to fill a fiscal position, for the purpose of
21  carrying out the provisions of this section. The
