  1                      A bill to be entitled

  2         An act relating to teacher preparation

  3         programs; amending s. 1004.04, F.S.; specifying

  4         uniform core curricula for persons majoring in

  5         education to be adopted by State Board of

  6         Education rule; providing applicability;

  7         providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  Paragraph (b) of subsection (2) of section

12  1004.04, Florida Statutes, is amended to read:

13         1004.04  Public accountability and state approval for

14  teacher preparation programs.--

15         (2)  UNIFORM CORE CURRICULA.--

16         (b)  The rules establishing to establish uniform core

17  curricula for each state-approved teacher preparation program

18  must include, but are not limited to, the following courses

19  and semester credit hours or credit-hour equivalents:

20         1.  General education requirements for education

21  majors:

22         a.  Twelve semester hours in English to include

23  writing, literature, and speech.

24         b.  Nine semester hours in science to include earth

25  science, life science, and physical science with a minimum of

26  one associated laboratory.

27         c.  Nine semester hours in mathematics to include

28  college algebra or above and college geometry.

29         d.  Twelve semester hours in social sciences to include

30  American history and general psychology.

 1         e.  Six semester hours in humanities to include

 2  philosophy and fine arts.

 3         2.  Professional preparation requirements for education

 4  majors:

 5         a.  Twelve semester hours in reading for elementary

 6  education majors.

 7         b.  Three semester hours in reading for secondary

 8  education majors.

 9         c.  Three semester hours in classroom management,

10  school safety, professional ethics, and educational law.

11         d.  Three semester hours in human development and

12  learning.

13         e.  Three semester hours in assessment to include

14  understanding of the content measured in state achievement

15  tests.

16         f.  At least 10 weeks in full-time field-based

17  experience.

18         g.  Competency in the twelve educator-accomplished

19  practices.

20         h.  Instruction and competency demonstration in

21  strategies for different learning styles and exceptionalities,

22  for assessment of student learning, for use of technology, and

23  for teaching ESOL students which strategies meet the

24  requirements of the Consent Decree.

25         i.  Passing all required Florida Teacher Certification

26  Examinations.

28  Such rules shall apply to all students who enroll in

29  state-approved teacher preparation programs at the freshman

30  level beginning July 1, 2007 a State Board of Education

31  identified foundation in scientifically researched,

 1  knowledge-based reading literacy and computational skills

 2  acquisition; classroom management; school safety; professional

 3  ethics; educational law; human development and learning; and

 4  understanding of the Sunshine State Standards content measured

 5  by state achievement tests, reading and interpretation of

 6  data, and use of data to improve student achievement.

 7         Section 2.  This act shall take effect July 1, 2007.
