A bill to be entitled
2An act relating to public school educator certification;
3creating s. 1012.587, F.S.; prohibiting certain
4requirements for certification or endorsement in English
5for Speakers of Other Languages; providing an effective
6date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Section 1012.587, Florida Statutes, is created
11to read:
12     1012.587  Educator certification in English for Speakers of
13Other Languages.--
14     (1)  The Department of Education or a school district may
15not require an educator with certification or endorsement in
16reading or intensive reading to earn more than 60 inservice
17hours for endorsement in English for Speakers of Other Languages
18after credit is applied for duplicative competencies from
19certification or endorsement in reading or intensive reading.
20     (2)  The Department of Education or a school district, when
21requiring an educator to obtain certification or endorsement in
22English for Speakers of Other Languages upon assignment of a
23limited English proficient student to the educator, may not
24require the educator to begin meeting the certification or
25endorsement requirements sooner than 45 school days or one
26grading period after the student's assignment, whichever comes
27first.
28     Section 2.  This act shall take effect July 1, 2007.
