14 On page 10, lines 10-18, delete those lines

16 and insert:
17 (c) If the district school board is the public
18 employer and an impasse is declared under subsection (1)
19 involving a dispute of a Merit Award Program Plan under s.
20 1012.225, the dispute is subject to an expedited impasse
21 hearing. Notwithstanding subsections (3), (4), and (5), and
22 the rules adopted by the commission, the following procedures
23 shall apply:
24 1.a. The commission shall furnish the names of seven
25 special magistrates within 5 days after receiving notice of
26 impasse. If the parties are unable to agree upon a special
27 magistrate within 5 days after the date of the letter
28 transmitting the list of choices, the commission shall
29 immediately appoint a special magistrate. The special
30 magistrate shall set the hearing, which shall be held no later
31 than 15 days after the date of appointment of the special

1 magistrate. Within 5 days after the date of appointment of a
2 special magistrate, each party shall serve upon the special
3 magistrate and upon each other party a written list of issues
4 at impasse.
5 b. At the close of the hearing, the parties shall
6 summarize their arguments and may provide a written memorandum
7 in support of their positions.
8 c. Within 10 days after the close of the hearing, the
9 special magistrate shall transmit a recommended decision to
10 the commission and the parties.
11 d. The recommended decision of the special magistrate
12 shall be deemed accepted by the parties, except as to those
13 recommendations that a party specifically rejects, by filing a
14 written notice with the commission and serving a copy on the
15 other party within 5 days after the date of the recommended
16 decision.
17 2. If a party rejects any part of the recommended
18 decision of the special magistrate, the parties shall proceed
19 directly to resolution of the impasse by the district school
20 board pursuant to paragraph (4)(d).
