5Between lines 77 and 78 insert:
6     Section 2.  Subsection (1) of section 112.533, Florida
7Statutes, is amended to read:
8     112.533  Receipt and processing of complaints.--
9     (1) (a) Every law enforcement agency and correctional
10agency shall establish and put into operation a system for the
11receipt, investigation, and determination of complaints received
12by such agency from any person, which shall be the procedure for
13investigating a complaint against a law enforcement and
14correctional officer and for determining whether to proceed with
15disciplinary action or to file disciplinary charges,
16notwithstanding any other law or ordinance to the contrary. This
17subsection does not preclude the Criminal Justice Standards and
18Training Commission from exercising its authority under chapter
19943.
20     (b) Any governmental agency or political subdivision who
21initiates or receives a complaint against a law enforcement
22officer or correctional officer must immediately forward such
23complaint to the employing agency of the officer who is the
24subject of the complaint for review or investigation.
