House Joint Resolution
2A joint resolution proposing the creation of Section 27 of
3Article I of the State Constitution, relating to providing
4health care for all children residing in the state,
5effective by a specified future date.

7Be It Resolved by the Legislature of the State of Florida:
8
9     That the following creation of Section 27 of Article I of
10the State Constitution is agreed to and shall be submitted to
11the electors of this state for approval or rejection at the next
12general election or at an earlier special election specifically
13authorized by law for that purpose:

ARTICLE I

DECLARATION OF RIGHTS
16     SECTION 27.  Children's health care.--
17     (a)  The health of children is a fundamental value of the
18people of the state. It is, therefore, a paramount duty of the
19state to make adequate provision for the health care of all
20children residing within its borders.
21     (b)  Adequate provision shall be made by general law to
22guarantee that every child in the state has available,
23accessible, and affordable comprehensive, quality health care,
24including basic dental and vision care, effective no later than
25July 1, 2010.
26     BE IT FURTHER RESOLVED that the following statement be
27placed on the ballot:

30     CHILDREN'S HEALTH CARE.--Proposing an amendment to the
31State Constitution to require that adequate provision be made by
32general law to guarantee that every child in the state has
33available, accessible, and affordable comprehensive, quality
34health care, including basic dental and vision care, effective
35no later than July 1, 2010.
