| 7 | Be It Resolved by the Legislature of the State of Florida: |
| 8 |
|
| 9 | That the following creation of Section 27 of Article I of |
| 10 | the State Constitution is agreed to and shall be submitted to |
| 11 | the electors of this state for approval or rejection at the next |
| 12 | general election or at an earlier special election specifically |
| 13 | authorized by law for that purpose: |
| 14 | ARTICLE I |
| 15 | DECLARATION OF RIGHTS |
| 16 | SECTION 27. Children's health care.-- |
| 17 | (a) The health of children is a fundamental value of the |
| 18 | people of the state. It is, therefore, a paramount duty of the |
| 19 | state to make adequate provision for the health care of all |
| 20 | children residing within its borders. |
| 21 | (b) Adequate provision shall be made by general law to |
| 22 | guarantee that every child in the state has available, |
| 23 | accessible, and affordable comprehensive, quality health care, |
| 24 | including basic dental and vision care, effective no later than |
| 25 | July 1, 2010. |
| 26 | BE IT FURTHER RESOLVED that the following statement be |
| 27 | placed on the ballot: |

| 29 | ARTICLE I, SECTION 27 |
| 30 | CHILDREN'S HEALTH CARE.--Proposing an amendment to the |
| 31 | State Constitution to require that adequate provision be made by |
| 32 | general law to guarantee that every child in the state has |
| 33 | available, accessible, and affordable comprehensive, quality |
| 34 | health care, including basic dental and vision care, effective |
| 35 | no later than July 1, 2010. |
