12  recommended the following amendment:

14         Senate Amendment (with title amendment) 
15         On page 55, between lines 25 and 26,
16  
17  insert:  
18         Section 29.  Exposure of undergarments.--
19         (1)  A student may not wear and expose below-waist
20  underwear while on the grounds of a public school in a manner
21  that exposes or exhibits one's covered or uncovered sexual
22  organs in a vulgar and indecent manner.
23         (2)  A student who violates this section shall be given
24  a verbal warning for a first offense. A student who violates
25  this section a second time shall be suspended from school for
26  3 days. A student who violates this section a third or
27  subsequent time shall be suspended from school for 10 days.
