15 page 199, line 12, delete those lines

17 and insert:
18 Section 133. Present subsections (3) through (14) of
19 section 1009.24, Florida Statutes, are renumbered subsections
20 (4) through (15), respectively, new subsections (3) and (16)
21 are added to that section, and present subsections (6), (8),
22 (9), (10), and (11) of that section are amended to read:
23 1009.24 State university student fees.--
24 (3) All moneys from tuition and fees shall be
25 deposited pursuant to s. 1011.42.
26 (7)(6) A university board of trustees is authorized to
27 collect for financial aid purposes an amount not to exceed 5
28 percent of the tuition and out-of-state fee. The revenues from
29 fees are to remain at each campus and replace existing
30 financial aid fees. Such funds shall be disbursed to students
31 as quickly as possible. A minimum of 75 percent of funds from

1 the student financial aid fee for new financial aid awards
2 shall be used to provide financial aid based on absolute need.
3 A student who has received an award prior to July 1, 1984,
4 shall have his or her eligibility assessed on the same
5 criteria that were used at the time of his or her original
6 award. The Board of Governors State Board of Education shall
7 develop criteria for making financial aid awards. Each
8 university shall report annually to the Board of Governors and
9 the Department of Education on the revenue collected pursuant
10 to this subsection, the amount carried forward, the criteria
11 used to make awards, the amount and number of awards for each
12 criterion, and a delineation of the distribution of such
13 awards. The report shall include an assessment by category of
14 the financial need of every student who receives an award,
15 regardless of the purpose for which the award is received.
16 Awards which are based on financial need shall be distributed
17 in accordance with a nationally recognized system of need
18 analysis approved by the Board of Governors State Board of
19 Education. An award for academic merit shall require a minimum
20 overall grade point average of 3.0 on a 4.0 scale or the
21 equivalent for both initial receipt of the award and renewal
22 of the award.
23 (9)(8) Each university board of trustees is authorized
24 to establish separate activity and service, health, and
25 athletic fees. When duly established, the fees shall be
26 collected as component parts of tuition and fees and shall be
27 retained by the university and paid into the separate activity
28 and service, health, and athletic funds. The university may
29 transfer the fees to a university direct-support organization
30 of the university only pursuant to a written agreement
31 approved by the Board of Governors.
