11  The Committee on Higher Education Appropriations (Oelrich)
12  recommended the following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 217, between lines 4 and 5,
16  
17  insert:  
18         Section 154.  Subsection (6) of section 1011.42,
19  Florida Statutes, is amended to read:
20         1011.42  University depositories; deposits into and
21  withdrawals from depositories.--
22         (6)  The university president or his or her designee,
23  after having been specifically authorized by the university
24  board of trustees, may transfer funds from one depository to
25  another, within a depository, to another institution, or from
26  another institution to a depository for investment purposes
27  and may transfer funds to pay expenses, expenditures, or other
28  disbursements, evidenced by an invoice or other appropriate
29  documentation in a similar manner when the transfer does not
30  represent an expenditure, advance, or reduction of cash
31  assets.
