15 On page 24, lines 9 through 16, delete those lines

17 and insert:
18 (5) POWERS AND DUTIES.--The State Board of Education
19 and the Commissioner of Education shall assign to the
20 divisions such powers, duties, responsibilities, and functions
21 as are necessary to ensure the greatest possible coordination,
22 efficiency, and effectiveness of education for students in
23 K-20 education under the jurisdiction of the State Board of
24 Education.
