A bill to be entitled
2An act relating to Live the Dream license plates; amending
3s. 320.08058, F.S.; revising use of funds received from
4sale of the plates; providing an effective date.

6Be It Enacted by the Legislature of the State of Florida:
7
8     Section 1.  Paragraph (b) of subsection (49) of section
9320.08058, Florida Statutes, is amended to read:
10     320.08058   Specialty license plates.--
11     (49)  LIVE THE DREAM LICENSE PLATES.--
12     (b)  The proceeds of the annual use fee shall be
13distributed to the Dream Foundation, Inc. The Dream Foundation,
14Inc., shall retain the first $60,000 in proceeds from the annual
15use fees as reimbursement for administrative costs, startup
16costs, and costs incurred in the approval process. Thereafter,
17up to 25 percent shall be used for continuing promotion and
18marketing of the license plate and concept. The remaining funds
19shall be used in the following manner:
20     1.  Twenty-five percent shall be distributed equally among
21the sickle cell organizations that are Florida members of the
22Sickle Cell Disease Association of America, Inc., as grants for
23programs that provide research, care, and treatment for sickle
24cell disease.
25     2.  Twenty-five percent shall be distributed to the Florida
26chapter of the March of Dimes for programs and services that
27improve the health of babies through the prevention of birth
28defects and infant mortality.
29     3.  Ten percent shall be distributed to the Florida
30Association of Healthy Start Coalitions to decrease racial
31disparity in infant mortality and to increase healthy birth
32outcomes. Funding will be used by local Healthy Start Coalitions
33to provide services and increase screening rates for high-risk
34pregnant women, children under 4 years of age, and women of
35childbearing age.
36     4.  Ten percent shall be distributed to the Community
37Partnership for Homeless, Inc., for programs that provide relief
38from poverty, hunger, and homelessness.
39     5.  Five percent of the proceeds shall be used by the
40foundation for administrative costs directly associated with
41operations as they relate to the management and distribution of
42the proceeds.
43     Section 2.  This act shall take effect July 1, 2007.
