6 | Be It Enacted by the Legislature of the State of Florida: |

8 | Section 1. Paragraph (b) of subsection (49) of section |
9 | 320.08058, Florida Statutes, is amended to read: |
10 | 320.08058 Specialty license plates.-- |
11 | (49) LIVE THE DREAM LICENSE PLATES.-- |
12 | (b) The proceeds of the annual use fee shall be |
13 | distributed to the Dream Foundation, Inc. The Dream Foundation, |
14 | Inc., shall retain the first $60,000 in proceeds from the annual |
15 | use fees as reimbursement for administrative costs, startup |
16 | costs, and costs incurred in the approval process. Thereafter, |
17 | up to 25 percent shall be used for continuing promotion and |
18 | marketing of the license plate and concept. The remaining funds |
19 | shall be used in the following manner: |
20 | 1. Twenty-five percent shall be distributed equally among |
21 | the sickle cell organizations that are Florida members of the |
22 | Sickle Cell Disease Association of America, Inc., as grants for |
23 | programs that provide research, care, and treatment for sickle |
24 | cell disease. |
25 | 2. Twenty-five percent shall be distributed to the Florida |
26 | chapter of the March of Dimes for programs and services that |
27 | improve the health of babies through the prevention of birth |
28 | defects and infant mortality. |
29 | 3. Ten percent shall be distributed to the Florida |
30 | Association of Healthy Start Coalitions to decrease racial |
31 | disparity in infant mortality and to increase healthy birth |
32 | outcomes. Funding will be used by local Healthy Start Coalitions |
33 | to provide services and increase screening rates for high-risk |
34 | pregnant women, children under 4 years of age, and women of |
35 | childbearing age. |
36 | 4. Ten percent shall be distributed to the Community |
37 | Partnership for Homeless, Inc., for programs that provide relief |
38 | from poverty, hunger, and homelessness. |
39 | 5. Five percent of the proceeds shall be used by the |
40 | foundation for administrative costs directly associated with |
41 | operations as they relate to the management and distribution of |
42 | the proceeds. |
43 | Section 2. This act shall take effect July 1, 2007. |
