  1                      A bill to be entitled

  2         An act relating to the Florida Safe Families

  3         Network; requiring participating child welfare

  4         organizations to enter information into the

  5         network; requiring rules; requiring the

  6         Department of Children and Family Services to

  7         provide judges, magistrates, and guardians ad

  8         litem with access to the Florida Safe Families

  9         Network by the date the network is released;

10         requiring a report; providing an effective

11         date.

13  Be It Enacted by the Legislature of the State of Florida:

14  

15         Section 1.  Florida Safe Families Network.--

16         (1)  The Florida Safe Families Network in the

17  Department of Children and Family Services is intended to be

18  the department's automated child welfare case-management

19  system designed to provide child welfare workers with a

20  mechanism for managing child welfare cases more efficiently

21  and tracking children and families more effectively.

22         (2)  In order to maintain the accuracy and usefulness

23  of the system, all public and private agencies and

24  institutions participating in child welfare cases shall enter

25  information specified by rule of the Department of Children

26  and Family Services into the Florida Safe Families Network.

27         (3)  The Department of Children and Family Services

28  shall coordinate with the Office of the State Courts

29  Administrator and the Statewide Guardian Ad Litem Office for

30  the purpose of providing any judge or magistrate and any

31  guardian ad litem assigned to a dependency court case with

 1  access to information in the Florida Safe Families Network

 2  relating to a child welfare case which is required to be filed

 3  with the court pursuant to chapter 39, Florida Statutes, by

 4  the time of the network's release date, which is scheduled for

 5  April 2008. The department shall report to the Governor, the

 6  President of the Senate, and the Speaker of the House of

 7  Representatives by February 1, 2008, with respect to progress

 8  on providing access to the Florida Safe Families Network as

 9  provided in this subsection. This subsection is repealed

10  effective July 1, 2008.

11         Section 2.  This act shall take effect upon becoming a

12  law.
