A bill to be entitled
2An act relating to regional workforce boards; amending s.
3445.007, F.S.; providing that undisbursed funds, including
4accruing interest, in the accounts of such boards do not
5revert at the end of a fiscal year but remain in the
6accounts for use by the boards for implementing programs
7for which the funds were intended; providing an effective
8date.

10Be It Enacted by the Legislature of the State of Florida:

12     Section 1.  Subsection (8) of section 445.007, Florida
13Statutes, is amended to read:
14     445.007  Regional workforce boards.--
15     (8)  For purposes of procurement, regional workforce boards
16and their administrative entities are not state agencies and are
17exempt from chapters 120 and 287. The regional workforce boards
18shall apply the procurement and expenditure procedures required
19by federal law for the expenditure of federal funds. Regional
20workforce boards, their administrative entities, committees, and
21subcommittees, and other workforce units may authorize
22expenditures to award suitable framed certificates, pins, or
23other tokens of recognition for performance by units of the
24workforce system. Regional workforce boards; their
25administrative entities, committees, and subcommittees; and
26other workforce units may authorize expenditures for promotional
27items, such as t-shirts, hats, or pens printed with messages
28promoting Florida's workforce system to employers, job seekers,
29and program participants. However, such expenditures are subject
30to federal regulations applicable to the expenditure of federal
31funds. All contracts executed by regional workforce boards must
32include specific performance expectations and deliverables.
33Notwithstanding s. 216.301 and pursuant to s. 216.351, any
34undisbursed balance remaining in the accounts of regional
35workforce boards and interest accruing to such accounts not
36distributed at the end of the fiscal year shall remain in the
37account of each regional workforce board and shall increase the
38total funds available to implement the programs for which the
39funds were intended.
40     Section 2.  This act shall take effect upon becoming a law.
