A bill to be entitled
2An act relating to water management districts; directing
3the Office of Program Policy Analysis and Government
4Accountability to annually evaluate the works of each
5water management district; providing a definition;
6providing criteria for the evaluation; requiring the
7office to complete the evaluation by a certain date;
8requiring the office to submit a report of its findings
9and recommendations to the Legislature; providing an
10effective date.

12Be It Enacted by the Legislature of the State of Florida:

14     Section 1.  Beginning in 2007, the Office of Program Policy
15Analysis and Government Accountability shall annually evaluate
16the works of each water management district that have an
17expected or actual total construction cost that meets or exceeds
18$5 million. For purposes of the evaluation, "works" means those
19projects and works, including, but not limited to, structures,
20impoundments, pump stations, storage facilities, and other works
21of the district, together with the appurtenant facilities and
22accompanying lands, that have been officially adopted by the
23governing board of the district. The evaluation shall identify
24benchmark progress in flood control, environmental protection,
25water quality, and water storage for each work. The evaluation
26shall include an accounting of consultant fees, construction
27costs, and all other costs and fees expended for goods or
28services in achieving the goals of the work and shall include
29recommendations regarding such expenditures and the
30methodologies used in reaching the goals of the work under
31review. The office shall submit a report of its findings and
32recommendations to the President of the Senate and the Speaker
33of the House of Representatives by December 1 of each year.
34     Section 2.  This act shall take effect July 1, 2007.
