1	A bill to be entitled
2	An act relating to water management districts; directing
3	the Office of Program Policy Analysis and Government
4	Accountability to annually evaluate the works of each
5	water management district; providing a definition;
6	providing criteria for the evaluation; requiring the
7	office to complete the evaluation by a certain date;
8	requiring the office to submit a report of its findings
9	and recommendations to the Legislature; providing an
10	effective date.

12	Be It Enacted by the Legislature of the State of Florida:

14	Section 1.  Beginning in 2007, the Office of Program Policy
15	Analysis and Government Accountability shall annually evaluate
16	the works of each water management district that have an
17	expected or actual total construction cost that meets or exceeds
18	$5 million. For purposes of the evaluation, "works" means those
19	projects and works, including, but not limited to, structures,
20	impoundments, pump stations, storage facilities, and other works
21	of the district, together with the appurtenant facilities and
22	accompanying lands, that have been officially adopted by the
23	governing board of the district. The evaluation shall identify
24	benchmark progress in flood control, environmental protection,
25	water quality, and water storage for each work. The evaluation
26	shall include an accounting of consultant fees, construction
27	costs, and all other costs and fees expended for goods or
28	services in achieving the goals of the work and shall include
29	recommendations regarding such expenditures and the
30	methodologies used in reaching the goals of the work under
31	review. The office shall submit a report of its findings and
32	recommendations to the President of the Senate and the Speaker
33	of the House of Representatives by December 1 of each year.
34	Section 2.  This act shall take effect July 1, 2007.
