| 9 | and recommendations to the Legislature; providing an |
| 10 | effective date. |

| 12 | Be It Enacted by the Legislature of the State of Florida: |
| 13 |

| 14 | Section 1. Beginning in 2007, the Office of Program Policy |
| 15 | Analysis and Government Accountability shall annually evaluate |
| 16 | the works of each water management district that have an |
| 17 | expected or actual total construction cost that meets or exceeds |
| 18 | $5 million. For purposes of the evaluation, "works" means those |
| 19 | projects and works, including, but not limited to, structures, |
| 20 | impoundments, pump stations, storage facilities, and other works |
| 21 | of the district, together with the appurtenant facilities and |
| 22 | accompanying lands, that have been officially adopted by the |
| 23 | governing board of the district. The evaluation shall identify |
| 24 | benchmark progress in flood control, environmental protection, |
| 25 | water quality, and water storage for each work. The evaluation |
| 26 | shall include an accounting of consultant fees, construction |
| 27 | costs, and all other costs and fees expended for goods or |
| 28 | services in achieving the goals of the work and shall include |
| 29 | recommendations regarding such expenditures and the |
| 30 | methodologies used in reaching the goals of the work under |
| 31 | review. The office shall submit a report of its findings and |
| 32 | recommendations to the President of the Senate and the Speaker |
| 33 | of the House of Representatives by December 1 of each year. |
| 34 | Section 2. This act shall take effect July 1, 2007. |
