4     On page 2, lines 3-20,
5remove:  all of said lines

7and insert:
8     That the Legislature urges the members of the Florida
9delegation to the United States Congress to ensure that the
10Congress reauthorizes the State Children's Health Insurance
11Program (SCHIP) to continue to provide federal funding for the
12Florida Kidcare program.
13     BE IT FURTHER RESOLVED that the Legislature urges the
14Governor to work with the Florida delegation to ensure that
15SCHIP is reauthorized in a timely manner.
16     BE IT FURTHER RESOLVED that the Legislature urges the
17Governor to provide the assistance necessary to identify and
18enroll children who qualify for Medicaid or the Florida Kidcare
19program.
20     BE IT FURTHER RESOLVED that the Legislature proclaims that
21all components of state government should work together with
22educators, health care providers, social workers, and parents to
23ensure that all available public and private assistance for
24providing health benefits to uninsured children in this state be
25used to the maximum extent possible.

32     WHEREAS, the Legislature of the State of Florida regards
33the health of children to be of paramount importance to families
34in the state, and
35     WHEREAS, the Legislature of the State of Florida regards
36poor child health as a threat to the educational achievement and
37social and psychological well-being of the children of the State
38of Florida, and
39     WHEREAS, the Legislature of the State of Florida considers
40protecting the health of children to be essential to the well-
41being of Florida's youngest citizens and the quality of life in
42the state, and
43     WHEREAS, the Legislature of the State of Florida considers
44the Florida Kidcare program, which was created in 1998 and
45currently has 1,388,520 children enrolled in the program, to be
46an integral part of the arrangements for health benefits for the
47children of the State of Florida, and
48     WHEREAS, the Legislature of the State of Florida recognizes
49the value of the Florida Kidcare program in preserving child
50wellness, preventing and treating childhood disease, improving
51health outcomes, and reducing overall health costs, and
52     WHEREAS, the Legislature of the State of Florida considers
53the federal funding available for the Florida Kidcare program to
54be indispensable to providing health benefits for children of
55modest means, NOW, THEREFORE,
