4 respect to shaping the future economy of the
5 state; establishing the Florida Business and
6 Education Collaborative; providing for
7 membership of the collaborative; providing for
8 a primary objective; providing
9 responsibilities; requiring the collaborative
10 to make annual reports; providing an effective
11 date.

13 Be It Enacted by the Legislature of the State of Florida:
14
15 Section 1. (1) It is the intent of the Legislature to
16 proactively shape Florida's economic future through the
17 collaboration of business, industry, and educational partners.
18 The Legislature recognizes that Florida's economic prosperity
19 is dependent on tightly aligning educational outputs and
20 outcomes with economic demands in order to shape the future
21 economy of the state. The Legislature further agrees with
22 national and state experts in their assessment that education
23 will continue to play an instrumental role in Florida's
24 ability to compete in the 21st century global economy, and
25 that inevitable demographic changes necessitate a
26 collaborative and comprehensive preK-20 conversation between
27 educational and industry experts in order to define and
28 recommend aligned solutions. Therefore, the Legislature
29 intends to establish a formal business and education
30 collaborative to perform activities and make recommendations

1 to legislative and state policy boards toward defining and
2 attaining Florida's economic goals.
3 (2) The Florida Business and Education Collaborative
4 is established as a state-level advisory group to the
5 Governor; the Legislature; the State Board of Education; the
6 Board of Governors of the State University System; boards of
7 independent colleges, universities, and private career
8 schools; and other interested parties.
9 (a) Members of the collaborative shall be appointed by
10 the Governor and shall include state business leaders; state
11 legislative members; representative leaders of state and
12 nonpublic community colleges, colleges and universities, state
13 and nonpublic career schools, and workforce education
14 institutions and entities; and national education and
15 economic-development policy leaders.
16 (b) The collaborative shall have, as a primary
17 objective, the promotion of strategies in public and private
18 postsecondary education which are aligned with
19 economic-development goals.
20 (c) Responsibilities of the collaborative shall
21 include, but not be limited to:
22 1. Collaboration with appropriate state entities to
23 assess the degree of alignment of postsecondary education
24 programmatic offerings and graduation outcomes with Florida's
25 current and future economic-development needs and goals,
26 particularly in targeted occupational areas.
27 2. Recommendations concerning measurable performance
28 outcomes, trends, standards, and targets for achievement of
29 state goals related to workforce skills, education disciplines
30 and outcomes, and research and development capacity.

1 3. Recommendations concerning funding approaches to
2 align educational outputs to Florida's economic priorities,
3 including performance funding and contracting mechanisms.
4 (d) The collaborative shall annually report its
5 findings and recommendations by December 31.
6 Section 2. This act shall take effect upon becoming a
7 law.
