A bill to be entitled
2An act relating to hurricane-relief funding; amending s.
3252.37, F.S.; extending the deadline for local governments
4to apply for a waiver of local match for disaster funds
5related to specific hurricanes; providing for expiration
6of the deadline extension; providing an effective date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Subsection (5) of section 252.37, Florida
11Statutes, is amended to read:
12     252.37  Financing.--
13     (5)  Unless otherwise specified in the General
14Appropriations Act:
15     (a)  Whenever the state accepts financial assistance from
16the Federal Government or its agencies under the federal Public
17Assistance Program and such financial assistance is conditioned
18upon a requirement for matching funds, the state shall provide
19the entire match requirement for state agencies and one-half of
20the required match for grants to local governments. The affected
21local government shall be required to provide one-half of the
22required match prior to receipt of such financial assistance.
23     (b)1.  The Executive Office of the Governor may approve a
24waiver, subject to the requirement for legislative notice and
25review under s. 216.177, of all or a portion of the required
26match for public assistance projects for local governments if
27the Executive Office of the Governor determines that such a
28match requirement cannot be provided, or that doing so would
29impose a documented hardship on the local government, and if the
30local government applies for the waiver within the first 18
31months after the disaster is declared.
32     2.a.  Notwithstanding subparagraph 1., and for the 2007-
332008 fiscal year only, the deadline for local governments to
34apply for a waiver of the local match for disaster funds related
35to Hurricanes Charley, Frances, Ivan, and Jeanne is extended
36until August 1, 2007. The Executive Office of the Governor may
37approve a waiver, subject to the requirement for legislative
38notice, review, and objection under s. 216.177, of all or a
39portion of the required local match for public assistance
40projects for local governments if the Executive Office of the
41Governor determines that such a local match requirement cannot
42be provided, or that doing so would impose a documented hardship
43on the local government, and if the local government applies for
44the waiver by August 1, 2007.
45     b.  This subparagraph shall take effect upon becoming a law
46and shall expire on July 1, 2008.
47     Section 2.  This act shall take effect upon becoming a law.
