1 A bill to be entitled
2 An act relating to the Health Care Clinic
3 Indigent Care Trust Fund; creating s. 220.1876,
4 F.S.; creating the Health Care Clinic Indigent
5 Care Trust Fund within the Department of
6 Revenue; providing for administration of the
7 fund; providing for the use of moneys in the
8 fund; requiring balances in the fund to remain
9 in the fund for certain purposes; providing for
10 future review and termination or re-creation of
11 the fund; providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Section 220.1876, Florida Statutes, is
16 created to read:
17 220.1876 Health Care Clinic Indigent Care Trust
18 Fund.--
19 (1) The Health Care Clinic Indigent Care Trust Fund is
20 created within the Department of Revenue. The moneys credited
21 to the fund consist of contributions from corporate taxpayers.
22 The fund shall be administered by a board of directors, with
23 the assistance of the department, as provided by s. 220.1875.
24 The fund shall be a separate account held in trust and
25 maintained by the department. The fund shall be used by the
26 department to receive contributions from corporate taxpayers
27 for the credit established by s. 220.1875 and by the board to
28 make disbursements to qualifying health care clinics that
29 provide medical care to indigent persons as provided by s.
30 220.1875.

1 (2) Notwithstanding the provisions of s. 216.301 and
2 pursuant to s. 216.351, any balance in the trust fund at the
3 end of any fiscal year shall remain in the trust fund at the
4 end of that year and shall be available for carrying out the
5 purposes of the trust fund.
6 (3) Pursuant to the provisions of s. 19(f)(2), Art.
7 III of the State Constitution, the fund shall, unless
8 terminated sooner, be terminated July 1, 2011. Prior to its
9 scheduled termination, the fund shall be reviewed as provided
10 in s. 215.3206(1) and (2).
11 Section 2. This act shall take effect July 1, 2007.
