  1                      A bill to be entitled

  2         An act relating to lobbying before the

  3         Legislature; amending s. 11.045, F.S.;

  4         providing that the prohibition against making,

  5         or acceptance by a member or employee of the

  6         Legislature of, certain expenditures does not

  7         apply with respect to a member or member's

  8         employee attending or participating in an

  9         annual event held within a specified

10         geographical area; providing an effective date.

12  Be It Enacted by the Legislature of the State of Florida:

13  

14         Section 1.  Paragraph (a) of subsection (4) of section

15  11.045, Florida Statutes, is amended to read:

16         11.045  Lobbying before the Legislature; registration

17  and reporting; exemptions; penalties.--

18         (4)(a)  Notwithstanding s. 112.3148, s. 112.3149, or

19  any other provision of law to the contrary, no lobbyist or

20  principal shall make, directly or indirectly, and no member or

21  employee of the Legislature shall knowingly accept, directly

22  or indirectly, any expenditure, except floral arrangements or

23  other celebratory items given to legislators and displayed in

24  chambers the opening day of a regular session. This paragraph

25  does not prohibit a member or an employee of a member from

26  attending or participating in any annual event held within the

27  legal boundaries of the Tallahassee Downtown Improvement

28  Authority taxing district.

29         Section 2.  This act shall take effect upon becoming a

30  law.

 3    Provides that the prohibition on expenditures by
      lobbyists and acceptance of expenditures by members and
 4    employees of the Legislature does not apply to a member's
      or a member's employee's attendance at annual events held
 5    within the area encompassed by the Tallahassee Downtown
      Improvement Authority.
