11  The Committee on Judiciary (Joyner) recommended the following
12  amendment:

14         Senate Amendment (with title amendment) 
15         On page 11, between lines 2 and 3,

17  insert:  
18         Section 12.  Section 61.403, Florida Statutes, is
19  amended to read:
20         61.402  Qualifications of guardians ad litem.--A
21  guardian ad litem must be either a citizen certified by the
22  Guardian Ad Litem Program to act in family law cases, a
23  citizen affiliated with a not-for-profit legal organization
24  defined in s. 68.096(4), or an attorney who is a member in
25  good standing of The Florida Bar. Prior to certifying a
26  guardian ad litem to be appointed under this chapter, the
27  Guardian Ad Litem Program must conduct a security background
28  investigation as provided in s. 39.821. A citizen affiliated
29  with a not-for-profit legal organization may serve as a
30  guardian ad litem only after he or she has completed a
31  positive security background investigation as described in s.
