  1                        Senate Resolution

  2         A resolution recognizing March 13, 2007, as

  3         "Chronic Kidney Disease Awareness Day."

  4  

  5         WHEREAS, healthy kidneys are essential to regulate the

  6  body by water and other chemicals in your blood, remove

  7  fluids, waste, toxins, and drugs introduced to the body,

  8  release hormones that regulate blood pressure, make red blood

  9  cells, and promote strong bones, and

10         WHEREAS, more than 1.8 million Floridians, about one in

11  nine adults, suffer from chronic kidney disease, and

12         WHEREAS, of the 19,000 Floridians afflicted with

13  end-stage renal disease, approximately 40 percent are

14  African-American and 16 percent are Hispanic, and

15         WHEREAS, the two main causes of chronic kidney disease

16  are diabetes and high blood pressure, which are responsible

17  for up to two-thirds of the cases, and

18         WHEREAS, the National Kidney Foundation of Florida has

19  a health-screening program to identify people early for kidney

20  disease, and

21         WHEREAS, the mission of the National Kidney Foundation

22  of Florida is to prevent kidney and urinary tract diseases,

23  improve the health and well-being of individuals and families

24  affected by these diseases, and increase the availability of

25  all organs for transplantation, and

26         WHEREAS, early detection including regular reporting of

27  the glomerular filtration rate, currently the best indication

28  of kidney disease staging, can help prevent the progression of

29  kidney disease to kidney failure, which requires continual

30  dialysis or a kidney transplant in order to maintain life, and

 1         WHEREAS, the cost of treatment for kidney disease

 2  patients is disproportionately higher than any other chronic

 3  disease, and

 4         WHEREAS, most patients who have end-stage renal disease

 5  rely primarily on Medicare and Medicaid to cover the costs of

 6  their life-sustaining care that includes dialysis treatment,

 7  medications, laboratory testing, and, as necessary,

 8  transportation services to the dialysis facility, and as a

 9  consequence, any changes in Medicare and Medicaid eligibility,

10  will significantly put them at risk, NOW, THEREFORE,

11  

12  Be It Resolved by the Senate of the State of Florida:

13  

14         That March 13, 2007, is recognized as "Chronic Kidney

15  Disease Awareness Day" in Florida in the hope that all

16  possible support be extended to chronic kidney disease

17  patients in Florida, including expanding the scope of study at

18  the Agency for Health Care Administration to include a study

19  of early screening, diagnosis, and treatment of chronic kidney

20  disease.
