1 A bill to be entitled
2 An act relating to the Primary Care Access
3 Network; creating a pilot program to provide
4 extended operating hours for the purpose of
5 offering health care services at overcrowded
6 clinics in the Primary Care Access Network in
7 Orange and Pasco Counties; directing the Agency
8 for Health Care Administration to establish the
9 pilot program in Orange and Pasco Counties;
10 requiring the agency to develop procedures for
11 operating the pilot program; requiring the
12 agency to submit a report with recommendations
13 to the Governor and the Legislature by a
14 specified date; providing an appropriation;
15 providing an effective date.

17 Be It Enacted by the Legislature of the State of Florida:

19 Section 1. (1) The Legislature finds that the Primary
20 Care Access Network (PCAN) was founded to address the needs of
21 the uninsured and those who are medically needy by providing a
22 system of service delivery that builds upon the strengths of
23 its current health provider partners. There has been an
24 average 32-percent decrease in nonurgent emergency room
25 services used by the uninsured in areas where one of the
26 clinics is in operation. In accordance with these findings,
27 the Agency for Health Care Administration shall establish a
28 2-year pilot program in Orange and Pasco Counties to offer
29 health care services during the weekend and after regular
30 business hours during the week.

1 (2) To the extent that funding is available, the pilot
2 program shall provide funds to operate the PCAN clinics during
3 the extended hours that the clinics are open and to pay the
4 employees of those clinics accordingly.
5 (3) The agency shall develop procedures for operating
6 the pilot program.
7 (4) Each January 1 for the duration of the pilot
8 program the agency shall submit to the Governor, the President
9 of the Senate, and the Speaker of the House of Representatives
10 an annual report on the success and outcomes achieved by the
11 pilot program, which must include a recommendation as to
12 whether the pilot program should be continued, terminated, or
13 expanded.
14 Section 2. The sum of $2.3 million is appropriated
15 from the General Revenue Fund to the Agency for Health Care
16 Administration for the purpose of implementing this act during
17 the 2007-2008 fiscal year.
18 Section 3. This act shall take effect July 1, 2007.
