2 An act relating to the Primary Care Access
3 Network; creating two pilot programs to provide
4 extended operating hours for the purpose of
5 offering health care services at overcrowded
6 clinics in the Primary Care Access Network in
7 Orange, Pasco, Manatee, Sarasota, and DeSoto
8 Counties; directing the Agency for Health Care
9 Administration to establish a pilot program in
10 Orange and Pasco Counties and a pilot program
11 in Manatee, Sarasota, and DeSoto Counties;
12 requiring the agency to develop procedures for
13 operating the pilot programs; requiring the
14 agency to submit a report with recommendations
15 to the Governor and the Legislature by a
16 specified date; providing an appropriation;
17 providing an effective date.

19 Be It Enacted by the Legislature of the State of Florida:

21 Section 1. (1) The Legislature finds that the Primary
22 Care Access Network (PCAN) was founded to address the needs of
23 the uninsured and those who are medically needy by providing a
24 system of service delivery that builds upon the strengths of
25 its current health provider partners. There has been an
26 average 32-percent decrease in nonurgent emergency room
27 services used by the uninsured in areas where one of the
28 clinics is in operation. In accordance with these findings,
29 the Agency for Health Care Administration shall establish a
30 1-year pilot program in Orange and Pasco Counties and a 1-year
31 pilot program in Manatee, Sarasota, and DeSoto Counties, which

1 shall each offer health care services during the weekend and
2 after regular business hours during the week.
3 (2) To the extent that funding is available, the pilot
4 program shall provide funds to operate the PCAN clinics during
5 the extended hours that the clinics are open and to pay the
6 employees of those clinics accordingly.
7 (3) The agency shall develop procedures for operating
8 the pilot program.
9 (4) Each January 1 for the duration of the pilot
10 program the agency shall submit to the Governor, the President
11 of the Senate, and the Speaker of the House of Representatives
12 an annual report on the success and outcomes achieved by the
13 pilot program, which must include a recommendation as to
14 whether the pilot program should be continued, terminated, or
15 expanded.
16 Section 2. The sum of $3.5 million in nonrecurring
17 funds is appropriated from the General Revenue Fund to the
18 Agency for Health Care Administration for the purpose of
19 implementing this act during the 2007-2008 fiscal year.
20 Section 3. This act shall take effect July 1, 2007.
