1 A bill to be entitled
2 An act relating to the South Florida Water
3 Management District; amending s. 373.073, F.S.;
4 revising the residence requirements for the
5 members of the governing board; providing an
6 effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Paragraph (d) of subsection (2) of section
11 373.073, Florida Statutes, is amended to read:
12 373.073 Governing board.--
13 (2) Membership on governing boards shall be selected
14 from candidates who have significant experience in one or more
15 of the following areas, including, but not limited to:
16 agriculture, the development industry, local government,
17 government-owned or privately owned water utilities, law,
18 civil engineering, environmental science, hydrology,
19 accounting, or financial businesses. Notwithstanding the
20 provisions of any other general or special law to the
21 contrary, vacancies in the governing boards of the water
22 management districts shall be filled according to the
23 following residency requirements, representing areas
24 designated by the United States Water Resources Council in
25 United States Geological Survey, River Basin and Hydrological
26 Unit Map of Florida--1975, Map Series No. 72:
27 (d) South Florida Water Management District:
28 1. Two members shall reside in Dade County.
29 2. One member shall reside in Broward County.
30 3. One member shall reside in Palm Beach County.

1 4. One member shall reside in Collier County, Lee
2 County, Hendry County, or Charlotte County.
3 5. One member shall reside in Glades County,
4 Okeechobee County, Highlands County, Polk County, Orange
5 County, or Osceola County.
6 6. One member Two members, appointed at large, shall
7 reside in an area consisting of St. Lucie, Martin, Palm Beach,
8 Broward, Dade, and Monroe Counties.
9 7. One member, appointed at large, shall reside in an
10 area consisting of Collier, Lee, Charlotte, Hendry, Glades,
11 Osceola, Okeechobee, Polk, Highlands, and Orange Counties.
12 8. One member shall reside in St. Lucie County or
13 Martin County.
14 9.8. No county shall have more than three members on
15 the governing board.
16 Section 2. This act shall take effect July 1, 2007.
