  1                      A bill to be entitled

  2         An act relating to water management districts;

  3         directing the Office of Program Policy Analysis

  4         and Government Accountability to evaluate the

  5         works of each water management district;

  6         providing a definition; providing criteria for

  7         the evaluation; requiring the office to

  8         complete the evaluation by a certain date;

  9         requiring the office to submit a report of its

10         findings and recommendations to the

11         Legislature; providing an effective date.

13  Be It Enacted by the Legislature of the State of Florida:

14  

15         Section 1.  The Office of Program Policy Analysis and

16  Government Accountability shall evaluate the works of each

17  water management district which have an expected or actual

18  cost that meets or exceeds $5 million. For purposes of the

19  evaluation, "works" means those projects and works, including,

20  but not limited to, structures, impoundments, wells, streams,

21  and other watercourses, together with the appurtenant

22  facilities and accompanying lands, which have been officially

23  adopted by the governing board of the district as works of the

24  district. The evaluation shall identify benchmark progress in

25  flood control, environmental protection, and water quality for

26  each work. The evaluation shall include an accounting of funds

27  spent achieving the goals of the work and recommendations

28  regarding the methodologies utilized in reaching the goals of

29  the work under review. The office shall submit a report of its

30  findings and recommendations to the President of the Senate

 1  and the Speaker of the House of Representatives by December 1,

 2  2007.

 3         Section 2.  This act shall take effect July 1, 2007.
