2 An act relating to the Criminal Justice
3 Standards and Training Commission; creating s.
4 943.132, F.S.; requiring the Criminal Justice
5 Standards and Training Commission to adopt
6 rules for the implementation of the federal Law
7 Enforcement Officers Safety Act of 2004;
8 requiring the commission to develop and
9 authorize the issuance of a uniform firearms
10 proficiency verification card; authorizing the
11 use of specified facilities operating firing
12 ranges for testing of persons other than law
13 enforcement officers; providing an effective
14 date.

16 Be It Enacted by the Legislature of the State of Florida:

18 Section 1. Section 943.132, Florida Statutes, is
19 created to read:
20 943.132 Implementation of federal Law Enforcement
21 Officers Safety Act of 2004.--
22 (1) The commission shall by rule establish the manner
23 in which Title 18, 44 U.S.C. ss. 926B and 926C, the federal
24 Law Enforcement Officers Safety Act of 2004, relating to the
25 carrying of concealed firearms by qualified law enforcement
26 officers and qualified retired law enforcement officers, as
27 defined in the act, shall be implemented in the state. In
28 order to facilitate the implementation within the state of
29 Title 18, 44 U.S.C. ss. 926B and 926C, the commission shall
30 develop and authorize a uniform firearms proficiency
31 verification card to be issued to persons who achieve a

1 passing score on the firing range testing component as
2 utilized in the minimum firearms proficiency course applicable
3 to active law enforcement officers, indicating the person's
4 name and the date upon which he or she achieved the passing
5 score. Each such card shall be issued only by firearms
6 instructors certified by the commission.
7 (2) Facilities operating firing ranges on which
8 firearms instructors certified by the commission administer
9 the firing range testing component as utilized in the minimum
10 firearms proficiency course applicable to active law
11 enforcement officers may open the firing range under terms and
12 conditions established by the operating entity to other
13 persons for purposes of allowing such persons to demonstrate
14 their ability to achieve a passing score on the firing range
15 testing component as utilized in the minimum firearms
16 proficiency course. All costs associated with the
17 demonstration by any such person that he or she meets the
18 requirements of the firing range testing component as utilized
19 in the minimum firearms proficiency course shall be at the
20 expense of the person being tested.
21 Section 2. This act shall take effect July 1, 2007.
