  1                      A bill to be entitled

  2         An act relating to the Reflex Sympathetic

  3         Dystrophy Syndrome Education program; providing

  4         definitions; providing legislative findings;

  5         directing the Department of Health to establish

  6         a Reflex Sympathetic Dystrophy Syndrome

  7         Education program and outreach campaign;

  8         providing for coordination of professional

  9         education programs with the department;

10         authorizing the department to accept certain

11         grants, services, and property; providing an

12         effective date.

14  Be It Enacted by the Legislature of the State of Florida:

15  

16         Section 1.  Reflex Sympathetic Dystrophy Syndrome

17  Education program.--

18         (1)  This act may be cited as the "Reflex Sympathetic

19  Dystrophy Syndrome Education Act."

20         (2)  As used in this act, the following terms have the

21  following meanings unless the context clearly indicates

22  otherwise:

23         (a)  "Department" means the Department of Health.

24         (b)  "RSDS" means the Reflex Sympathetic Dystrophy

25  Syndrome.

26         (3)  The Legislature finds that Reflex Sympathetic

27  Dystrophy Syndrome, also known as Complex Regional Pain

28  Syndrome, is a chronic neurological syndrome that affects

29  children and adults and is characterized by severe burning

30  pain, pathological changes in bone and skin, tissue swelling,

31  extreme sensitivity to touch, and emotional disturbance.

 1  Untreated, RSDS can result in permanent deformity and chronic

 2  pain.

 3         (4)  The department shall:

 4         (a)  Establish the Reflex Sympathetic Dystrophy

 5  Syndrome Education program to promote public awareness of the

 6  causes of RSDS and the value of early detection, diagnosis,

 7  and treatment.

 8         (b)  Establish a public education and outreach campaign

 9  using written materials to promote awareness of RSDS and

10  enable individuals to make informed decisions about their

11  health, including, but not limited to:

12         1.  The cause and nature of the disease.

13         2.  Risk factors that contribute to the manifestation

14  of the disease.

15         3.  All available treatment options and the risks and

16  benefits of those options.

17         4.  Environmental safety and injury prevention.

18         5.  Rest and use of appropriate body mechanics.

19         6.  Availability of RSDS diagnostic, treatment, and

20  outreach services in the community.

21         7.  Any other factors or elements that might mitigate

22  the effects of this disease.

23         (c)  Develop educational materials that shall be made

24  available to consumers through the department and local

25  hospitals, clinics, and other health care providers.

26         (d)  Develop relationships with health care providers

27  and health-related, community-based organizations to promote

28  and coordinate professional education programs concerning RSDS

29  that include, but are not limited to:

30         1.  Research findings.

31         2.  The causes and nature of the disease.

 1         3.  Risk factors, including, but not limited to,

 2  lifestyle, heredity, and drug interactions.

 3         4.  Diagnostic procedures and appropriate indications

 4  for their use.

 5         5.  All medical and surgical treatment options,

 6  including experimental and established drug therapies and the

 7  benefits and risks of each option.

 8         6.  Environmental safety and injury prevention.

 9         7.  Availability of RSDS diagnosis, treatment, and

10  support services in the community.

11         (5)  The department may accept grants, services, and

12  property from the Federal Government, foundations,

13  organizations, and other entities as may be available to carry

14  out the provisions of this act.

15         Section 2.  This act shall take effect July 1, 2007.
