11  Senator Posey moved the following amendment:

13         Senate Amendment 
14         On page 23, lines 20-29, delete those lines
15  
16  and insert:  welfare. It is necessary, therefore, to provide
17  affordable property insurance to applicants who are in good
18  faith entitled to procure insurance through the voluntary
19  market but are unable to do so. The Legislature intends by
20  this subsection that property insurance be provided and that
21  it continues to be provided, as long as necessary, through
22  Citizens Property Insurance Corporation, a government entity
23  that is an integral part of the state and that is not a
24  private insurance company. To that end, the corporation shall
25  strive to increase the availability and affordability of
26  property insurance in this state while achieving an entity
27  organized to achieve efficiencies and economies, and while
28  providing service
