4	On page 3, between lines 5 and 6,
5	insert:
6	Section 3.  Section 627.7261, Florida Statutes, is amended
7	to read:
8	627.7261  Refusal to issue policy.--No insurer may deny an
9	application for automobile liability insurance solely on the
10	ground that:
11	(1)  Renewal of similar coverage has been denied by another
12	insurer or on the ground of an applicant's failure to disclose
13	that such denial has occurred; or
14	(2)(a)  The applicant is a volunteer driver.
15	(b)  No insurer may impose a surcharge or otherwise
16	increase the rate for an automobile liability policy solely on
17	the basis that the named insured, a member of the insured's
18	household, or a person who customarily operates the insured's
19	vehicle is a volunteer driver.
20	(c)  For purposes of this subsection, the term "volunteer
21	driver" means a person who provides services, including
22	transporting individuals or goods, without compensation above
23	expenses to a private nonprofit agency as defined in s.
24	273.01(3) or charitable organization as defined in s. 737.501
25	(2).
26	(d)  This subsection does not prohibit an insurer from
27	refusing to renew, imposing a surcharge, or otherwise raising
28	the rate for an automobile liability insurance policy based upon
29	factors other than the volunteer status of the insured driver.
