11  The Committee on Health Regulation (Fasano) recommended the
12  following amendment:

14         Senate Amendment 
15         On page 16, lines 26 through 30, delete those lines
16  
17  and insert:
18         (4)  All charges or reimbursement claims made by or on
19  behalf of a clinic that is required to be licensed or obtain a
20  certificate of exemption under this part, but that is not so
21  licensed or exempt, or that is otherwise operating in
22  violation of this part or part II of chapter 408 or rules
23  adopted pursuant to either part, are unlawful charges, and
24  therefore are noncompensable and unenforceable.
