  1                      A bill to be entitled

  2         An act relating to state universities;

  3         requiring the Board of Governors of the State

  4         University System to adopt guidelines for state

  5         university education accountability reports;

  6         requiring the board of trustees of each state

  7         university to adopt criteria for measuring the

  8         university's effectiveness in educating

  9         undergraduate and graduate students; requiring

10         reports; requiring the Office of Program Policy

11         Analysis and Government Accountability to study

12         the feasibility of establishing a 12th state

13         university and the feasibility of establishing

14         an on-line state university; providing an

15         effective date.

17  Be It Enacted by the Legislature of the State of Florida:

18  

19         Section 1.  The Board of Governors of the State

20  University System shall adopt guidelines for the state

21  universities to follow in preparing education accountability

22  reports. The board of trustees of each state university shall

23  adopt criteria pursuant to such guidelines for measuring the

24  university's effectiveness in providing undergraduate and

25  graduate education. The education accountability report must

26  contain information concerning the university's outreach to

27  prospective students, the variables the university considers

28  in admitting students, the degrees earned by the students, and

29  the employment of students in fields related to their degrees.

30         Section 2.  Each state university shall submit the

31  education accountability report to the Board of Governors.

 1         Section 3.  The Board of Governors shall submit a

 2  university education accountability report to the Governor,

 3  the President of the Senate, and the Speaker of the House of

 4  Representatives.

 5         Section 4.  The Office of Program Policy Analysis and

 6  Government Accountability shall study the feasibility of

 7  establishing a 12th state university and submit a report to

 8  the Legislature.

 9         Section 5.  The Office of Program Policy Analysis and

10  Government Accountability shall study the feasibility of

11  establishing an on-line state university and submit a report

12  to the Legislature.

13         Section 6.  This act shall take effect upon becoming a

14  law.
