14 On page 13, between lines 6 and 7,

16 insert:
17 Section 4. Paragraphs (a) and (b) of subsection (1) of
18 section 320.089, Florida Statutes, are amended to read:
19 320.089 Members of National Guard and active United
20 States Armed Forces reservists; former prisoners of war;
21 survivors of Pearl Harbor; Purple Heart, Silver Star, and
22 Bronze Star medal recipients; Operation Iraqi Freedom and
23 Operation Enduring Freedom Veterans; special license plates;
24 fee.--
25 (1)(a) Each owner or lessee of an automobile or truck
26 for private use or recreational vehicle as specified in s.
27 320.08(9)(c) or (d), which is not used for hire or commercial
28 use, who is a resident of the state and an active or retired
29 member of the Florida National Guard, a survivor of the attack
30 on Pearl Harbor, a recipient of the Purple Heart medal, a
31 recipient of the Silver Star medal, a recipient of the Bronze

1 Star medal, or an active or retired member of any branch of
2 the United States Armed Forces Reserve shall, upon application
3 to the department, accompanied by proof of active membership
4 or retired status in the Florida National Guard, proof of
5 membership in the Pearl Harbor Survivors Association or proof
6 of active military duty in Pearl Harbor on December 7, 1941,
7 proof of being a Purple Heart, Silver Star, or Bronze Star
8 medal recipient, or proof of active or retired membership in
9 any branch of the Armed Forces Reserve, and upon payment of
10 the license tax for the vehicle as provided in s. 320.08, be
11 issued a license plate as provided by s. 320.06, upon which,
12 in lieu of the serial numbers prescribed by s. 320.06, shall
13 be stamped the words "National Guard," "Pearl Harbor
14 Survivor," "Combat-wounded veteran," "Silver Star," "Bronze
15 Star," or "U.S. Reserve," as appropriate, followed by the
16 serial number of the license plate. Additionally, the Purple
17 Heart plate may have the words "Purple Heart" stamped on the
18 plate and the likeness of the Purple Heart medal appearing on
19 the plate.
20 (b) Notwithstanding any other provision of law to the
21 contrary, beginning with fiscal year 2002-2003 and annually
22 thereafter, the first $100,000 in general revenue generated
23 each year from the sale of license plates issued under this
24 section which are stamped with the words "National Guard,"
25 "Pearl Harbor Survivor," "Combat-wounded veteran," or "U.S.
26 Reserve" shall be deposited into the Grants and Donations
27 Trust Fund, as described in s. 296.38(2), to be used for the
28 purposes established by law for that trust fund, and any
29 additional general revenue generated each year up to $100,000
30 shall be deposited into the State Homes for Veterans Trust
31 Fund and used solely to construct, operate, and maintain

1 domiciliary and nursing homes for veterans subject to the
2 requirements of chapter 216.
