  1                      A bill to be entitled

  2         An act relating to funding for children and

  3         families in need of services; amending s.

  4         984.01, F.S.; requiring the Department of

  5         Juvenile Justice to ensure an equitable

  6         percentage of funding for programs that serve

  7         certain children and families in need of

  8         services; requiring the recipient of such

  9         funding to demonstrate the inclusion of certain

10         service providers in the contracting and

11         delivery of programs; providing an effective

12         date.

14  Be It Enacted by the Legislature of the State of Florida:

15  

16         Section 1.  Paragraph (d) is added to subsection (2) of

17  section 984.01, Florida Statutes, to read:

18         984.01  Purposes and intent; personnel standards and

19  screening.--

20         (2)  The Department of Juvenile Justice or the

21  Department of Children and Family Services, as appropriate,

22  may contract with the Federal Government, other state

23  departments and agencies, county and municipal governments and

24  agencies, public and private agencies, and private individuals

25  and corporations in carrying out the purposes of, and the

26  responsibilities established in, this chapter.

27         (d)  The Department of Juvenile Justice shall ensure an

28  equitable percentage of all funding for nonresidential

29  programs for children and families in need of services which

30  are located in areas that have a high volume of juvenile

31  arrests.  Additionally, the recipient of such funding shall

 1  demonstrate that local providers of nontraditional delinquency

 2  prevention services, such as grassroots organizations and

 3  community and faith-based organizations, are included in the

 4  contracting and delivery of all programs in such areas.

 5         Section 2.  This act shall take effect upon becoming a

 6  law.
